Overview

A leading heavy civil contractor is seeking a Senior Estimator to support major roadway and infrastructure projects throughout Texas.

This role is ideal for an experienced estimator with a strong background in DOT, roadway, bridge, and heavy civil construction, who can take ownership of complex hard-bid estimates and collaborate closely with operations and project teams to secure large-scale infrastructure projects.

Key Responsibilities

Estimating & Preconstruction

  • Prepare detailed cost estimates and competitive bid proposals for heavy civil and roadway projects.

  • Review plans, specifications, quantities, production rates, and subcontractor/vendor pricing.

  • Perform quantity take-offs, material pricing, and cost analysis.

  • Develop estimates for:

    • Roadway construction and reconstruction

    • Concrete and asphalt paving

    • Road widening projects

    • Drainage and underground utilities

    • Earthwork and excavation

    • Bridge and transportation infrastructure projects

Bid Strategy & Risk Analysis

  • Participate in pre-bid meetings and client discussions.

  • Support overall bid strategy development.

  • Identify project risks, opportunities, and value engineering solutions.

  • Work closely with operations and leadership teams throughout the pursuit process.

Project Collaboration

  • Coordinate with project managers, operations leaders, and executive teams.

  • Assist with project handoff following successful bid awards.

  • Maintain current market knowledge regarding labor, equipment, materials, and subcontractor pricing.

Required Qualifications

Education

  • Bachelor's Degree in:

    • Civil Engineering

    • Construction Engineering Technology

    • Construction Management

    • Related field

Experience

  • 4+ years of heavy civil/highway estimating experience.

  • 4+ years of hard bid estimating experience.

  • Experience estimating projects valued between $5M – $30M+.

  • Experience estimating:

    • Roadways

    • Bridges

    • Concrete structures

    • Excavation and earthwork

    • Drainage systems

    • Asphalt and paving projects

Estimating Leadership

  • Lead full-cycle estimating efforts from bid strategy through submission

  • Analyze plans, specifications, and geotechnical data with a risk-first mindset

Bid Strategy & Execution

  • Define self-perform vs subcontract scopes

  • Build and issue subcontractor and supplier bid packages

  • Analyze quotes and make award recommendations

  • Drive pricing strategy, including participation requirements (e.g., DBE/SBE where applicable)

Technical Estimating

  • Develop detailed estimates using:

    • HCSS HeavyBid (required)

    • Supporting tools (AGTEK, OST, P6, Excel or similar)

  • Perform quantity takeoffs, cost analysis, and assembly building

Collaboration & Influence

  • Partner with:

    • Project Managers

    • Chief Estimator

  • Lead bid reviews and challenge assumptions prior to submission

Preconstruction Activities

About the Role

We are seeking an experienced Heavy Civil Construction Project Manager to oversee and manage infrastructure projects, including highway and roadway reconstruction, bridge construction, street widening, drainage system installation, and large-scale excavation. The ideal candidate will have expertise in project planning, budgeting, resource allocation, and team leadership while ensuring projects are completed on time and within budget.

Key Responsibilities

  • Oversee all phases of the construction project lifecycle.

  • Lead project planning, budgeting, and resource allocation.

  • Manage financial aspects of contracts, ensuring project profitability while maintaining strong client relationships.

  • Serve as the primary point of contact for contractors and subcontractors.

  • Conduct regular site visits to monitor progress and ensure adherence to project schedules.

  • Prepare and submit budget proposals, recommending adjustments as necessary.

  • Develop and deliver project reports, proposals, and documentation.

  • Work closely with superintendents to manage scope changes, mitigate risks, and implement contingency plans.

  • Respond to RFIs and process contract change orders.

  • At least 2 years of experience managing and supervising project engineers.

  • Strong ability to read and interpret blueprints and specifications for heavy civil projects.

  • Experience handling RFIs, change orders, and submittals.

  • Ability to manage client relationships and address project-related inquiries or concerns.

  • Strong analytical and problem-solving skills to define issues, collect data, and draw valid conclusions.

Compensation & Benefits

  • Base Salary: $120,000 - $130,000 (dependent on experience)
