The IT & Telecoms team support in excess of 1,000 computers and 2,000 users across 25 prestige sites, 7 days a week. The IT Operations team design, implement and manage all the IT services on the internal network. The network is used by significant stakeholders and VIP Level people as well as everyday users. In addition the IT Operations team design, implement and maintain a number of other networks including private networks.


About the role:

The Network Manager reports to the Head of IT Operations and is responsible for supporting the maintenance and evolution of the enterprise network and voice infrastructure.

The post holder will manage the Network function and work closely with the rest of the IT Operations team, and other IT staff, to ensure the highest degree of functionality and reliability to all enterprise services.

The job holder has line management responsibility for the Network Engineer and Network Analyst (Apprenticeship). Working with the IT team, the post-holder will be expected to work with and supervise 3rd party contractors and suppliers and to liaise with other government departments in matters of security.

The post holder will manage a budget of £** and work with the Head of IT Operations to forecast the budget.


The post holder will be expected to work on their own initiative and be responsible for making decisions covering their day-to-day tasks using good judgement. Any strategic decisions or changes with a high impact will be referred to the Head of IT Operations.


The standard working pattern is full time Monday to Friday. However, given the nature of the post and the necessity for out of hour's maintenance, the post holder will be expected to work evenings and weekends as required and take part in the weekend on call rota.


The position is primarily based in London, Green Park however the post holder is responsible for the IT infrastructure at all prestige sites and is expected to travel when required.

Key Duties:


People Management

·           To lead and manage the Network function in the IT Operations Team, ensuring individuals and the team reach performance standards, and that development needs are identified and addressed.

·           Working with the rest of the IT management team to promote a working environment where staff are motivated and adaptable; and to ensure the development of a culture of collaboration, excellence and continuous improvement.

·           Recruit, train, and coach new employees. Communicating job expectations; setting objectives, organising training, planning workloads, monitoring and performance appraisals.


Network Management

1.       Network Security

·         IT Health Check: Implement security recommendations from annual IT health check

·         Implement and maintain network monitoring and intrusion detection solutions

2.       Network Infrastructure

·         LAN (Local Area Network)

o   Plan upgrades and design of the LAN (including installation of new hardware, commissioning new fibre optic links, and design considerations for future expansion).

o   Ensure that software and firmware is regularly updated on network devices.

·         WAN (Wide Area Network) and VPN (Virtual Private Network)

o   Support and monitoring of WAN and VPN connectivity.

o   Design and implementation of new remote installations.

o   Ensure quality of service to control network traffic to remote residences.

·         RAS (Remote Access Service)

o   Configuration of firewalls and SSL gateway.

·         NAC (Network Access Control)

o   Enforce network security through policy based NAC.

o   Develop NAC usage to support VLAN assignment of network devices.

·         Cabling work

o   Specifying and prioritising new cabling work.

o   On-going work to build resilience into the network infrastructure.

·         Wi-Fi and IPTV networks

o   Installation, maintenance and support of stand-alone and wireless networks.Ensure firewalls are correctly configured and monitored.

o   Configure, operate and diagnose faults in the IPTV system.

·         Commercial and Retail Systems

o   Support and monitor 3rd party networks which support the retail and ticketing systems.

3.       Maintenance and Out of Hours working

·         The role requires carrying out regular system maintenance and upgrades which can only be done outside of normal hours.

·         Fixing of network faults and providing technical leadership. The post holder will identify and eliminate single points of failure everywhere it is cost-effective to do so.

4.       Maximises network performance through monitoring, troubleshooting problems and outages, planning and scheduling upgrades.

5.       Ensure the High Availability of Back Office Systems

·         Work closely with the other members of the IT Operations Team to ensure a high availability of all network resources and back office systems.

·         Monitor network availability and produce monthly reports

6.       Technical Training and Documentation

·         Ensure all team members have suitable training plans and objectives to maintain up to date industry knowledge of network solutions.

·         Ensure technical processes are clearly documented

·         Create and maintain appropriate network documentation and diagrams

·         QA and Sign off documents created by Network Engineers and Network Analysts

·         Maintain appropriate management and technical qualifications

·         Mentor and train IT Operations team members to support their development

7.       Service Delivery

·         Produce, manage and deliver service improvement plans

·         Deliver Network services within defined SLA, OLA and KPI’s

·         Manage escalated Incidents and Problems in line with ITIL best practice

·         Change Advisory Board approver

·         Ensure all team members have suitable training plans and objectives to maintain up to date industry knowledge of network solutions.

8.       IT Business Continuity

·         Ensure all network systems are implemented in accordance with the IT Business Continuity Plan

·         Participate in test exercises of the IT Business Continuity Plan.


Supplier Management

·         Point of contact for key suppliers and responsible for building and maintaining relationships with other suitable strategic partners.

·         Management of the implementation, upgrade and on-going supplier support of the data network.

·         Responsible for contract negotiations, system changes, issue resolution, and budget control.

Project and budget management

·         To be involved in the planning, design and delivery of all projects that involve IT Networking including being the subject matter expert for advice to Palace Reservicing, Future Programme and all Property projects that involve IT networks.

·         To be involved in the preparation of annual budgets for all IT Network projects, and to regularly benchmark IT hardware and services from a range of IT suppliers to ensuring the internal users receives excellent service and competitive prices.


Key Requirements:

·           Educated to degree level or equivalent in a computer related discipline with comprehensive experience of managing up to date networking infrastructures and ideally Cisco CCNP certified.

·           A strong leader and people manager, able to manage the performance and career development of team members, whilst embedding a positive culture of engagement, recognition and high performance.

·           Experience of budget and project management within an IT environment.

·           Initiative, self-motivated, forward thinking and able to make well considered decisions.

·           Ideally qualified in ITIL v3 Foundation and PRINCE2 Registered Practitioner.
